ADA Accessibility Policy

 

I. Policy Statement

The Desert Foothills Transit System (DFTS) is committed to providing safe, reliable, and accessible transportation services to all members of the Cave Creek and Carefree communities. In accordance with the Americans with Disabilities Act of 1990 (ADA), DFTS does not discriminate against individuals with disabilities in the delivery of its services, programs, or activities.


II. Fare-Free Accessibility & Service Standards

DFTS is a fare-free transit system; no passenger, including those with disabilities and their companions, shall be charged for the use of our services. To ensure full accessibility, DFTS adheres to the following operational standards:

  • Accessible Vehicles: All fixed-route and demand-response vehicles are equipped with ramps or lifts to accommodate passengers using wheelchairs or other mobility devices.
  • Wheelchair Securement: Drivers are trained to provide assistance with the boarding and securement of mobility devices.
  • Personal Care Attendants (PCAs): PCAs and companions are encouraged to accompany passengers with disabilities and will ride at no cost, consistent with our fare-free mission.
  • Service Animals: Service animals are permitted on all vehicles and in all DFTS facilities.
  • Adequate Boarding Time: Drivers shall allow adequate time for passengers with disabilities to board and exit vehicles.


III. Reasonable Modifications

DFTS will make reasonable modifications to its policies, practices, and procedures when necessary to ensure that transit services are accessible to individuals with disabilities.

  • Requests: Modifications can be requested in advance or "ad hoc" at the time of service.
  • Exceptions: Requests may be denied only if they create a direct threat to safety, fundamentally alter the nature of the service, or create an undue financial burden.


IV. Staff Training

Given our commitment to high service standards, all DFTS personnel, including CDL drivers, receive comprehensive training in:

  • Safe Operation: Proper use of lifts, ramps, and securement systems.
  • Customer Service: Respectful and courteous assistance tailored to the different needs of individuals with disabilities.


Appendix C: ADA Grievance Procedure

Any person who believes they have been discriminated against based on a disability may file a formal grievance.

  1. Filing: Grievances must be filed in writing or via alternative formats (e.g., audio) within 180 days of the alleged incident.
  2. Investigation: The DFTS Board, led by Cameron Kuniej, will investigate the matter and issue a written "Letter of Finding" or "Letter of Closure" within 60 days.
  3. Appeals: Complainants have the right to appeal the board’s decision to the FTA Office of Civil Rights or ADOT.
